Summary/Abstract: The paper discusses developments within the Common Security and DefencePolicy (CSDP) in the year 2014. It is structured around three main topics: the politicaland economic conditions for the CSDP, the advances of this EU policy in 2014,and the evolution of the operational activity of the Union in 2014. In the first part,the authors briefly discuss the changes in European security environment followingthe Russian aggression on Ukraine, the defence-economic situation in the EU in2014, and the advance of regional military cooperation formats. A discussion of thecumulative effect of these factors on the CSDP follows. The second part of the paperis devoted to an in-depth discussion of the decisions regarding the developmentof the CSDP in the strategic/organizational dimension, the capabilities and the defencesector. The authors show that, despite endorsing numerous documents withframes of reference for CSDP, the progress in the strategic and organizational dimensionof the CSDP was slow, and so it was in the case of capabilities and the reformof the EU’s defence-technological and industrial base. The final part of the paper summarizes key facts of the Union’s operational engagement, both civilian andmilitary, within the CSDP framework. The authors’ core thesis is that a non-militaryresponse of the EU to the crisis in Ukraine was perhaps the final blow to the CSDP,which turned out to be a useless tool – impossible to employ in countering the mostserious security crisis in the Union’s neighbourhood since the end of the Cold War.
