Political Leaders and Politica l Environment II . Hungarian Prime Ministers in the Mirror of a Theory of Change

Summary/Abstract: In the second part of the paper the author studies the 16 years of Hungarian politics after the change of the system. In the first part of the paper it was proved that the relationship between political leaders and the political environment has been decisively based on the dynamics and logic of long-term cycles of rotation in the West European countries (the United States, Great Britain, Italy) presented. In Central Europe, and first of all in Hungary the dynamics of the system that have emerged after transition essentially differ from those of the model countries, because it is short cycles of rotation that assert themselves. Therefore political leaders have to adjust to that one. Next the author presents three political leaders and types of political leadership that are visibly distinguished from one another. József Antall is called a politician of programme, Viktor Orbán as a politician of identity, and Ferenc Gyurcsány is called a politician of entrepreneurship and structure creation. At the same time it is also pointed out that when studying these types it is also extremely important to analyse their mutual influences, and it should be presented, among others, why the interpretation of the prime minister's role as a politician of programme could not be continued during the prime ministry of Viktor Orbán, and why an interpretation of the office of the prime minister by Orbán was 'not understandable' by many
