Perception of security and the need for the mental modernisation of public administration

Summary/Abstract: In the last years the social expectations have increased significantly relative to public administration. Already, the scope of compulsory protection imposed by the society exceeds the capability of the public sector. As a result we need to modernize of public administration, not so much in the context of limited resources and narrow organization, but primarily mentality. It is worth raise the issue of the archaic way of thinking, which particularly negatively impacts on the sense of security.
