Summary/Abstract: Currently, Western societies demand the comprehensive minimize risk and move this duty on public administration. Thus, has increased importance of crisis management, and more spe- cifically efficient operation. It seems that the proposed method, based on the case study, provide the certain rationale, which will restrict the specificity of crisis management (variability, information deficit, etc.) and will become empirical base for public administrations sentenced to in- ference under time pressure with little-known and unstructured source materials.
