Regional Dimensions of Development Subsidies through the Example of Tourism – Consequences of a Spatial Econometric Analysis

Summary/Abstract: Increasing local employment and utilizing the positive side effects of subsidies are seen as important goals of tourism development programs, however measuring these indirect impacts is by no means an easy and obvious task. In this paper we make an attempt to evaluate the indirect impacts of tourism subsidies on local employment using spatial econometric panel models. Though this paper is only the first step towards the evaluation of tourism development programs, our preliminary results suggest that certain types of subsidies aimed at tourism enterprises correlate with industry-specific local employment change. At the same time, however, surprisingly, subsidies that specifically aim to promote tourism in general do not show the same correlation; the growth of employment is mainly related with those touristically relevant subsidies that are accessible to tourism enterprises.
