Summary/Abstract: Today, the worlds economy is in the position of an uncertain equilibrium, and the problems with which the economist have to to face when taken a decision are multiple and with a high degree of dificulty. Out of this problems – external debt - is the one that is most highlighted in present days. Romania, was forced due to the international status-quo, characterized by a globalized economy, to liberalize its commercial policy, resorting to external financing that generates external debt. The annual increase of the external debt has at its base, riguoros fundaments in order to resort to contracting external loans and also limits this loans so as the reimbursement capacity of the country is not over extended (the payment of the capital, interest rates and certain commisons must be ensured). Thus, yearly a margin is established for the degree of external debt.
