Summary/Abstract: Spatial planning has an important impact on the lives and functioning of residentsand municipal authorities. Spatial Development Act passed in 2003 meant that the mainprincipal management space has the municipality and the planning process itself waslargely a consequence of the consultation and social negotiations. Despite the list ofstatutorily guaranteed opportunities for public participation in the planning processshows that the people have a large range of options for participation in many stages ofplanning. However, the legacy of the previous regime and the mentality of thepopulation makes people often become passive recipients of this process. Slightly morethan half of the respondents believe that people do not have any impact on land use. It isa symptom of civil society in Polish conditions. residents often are not informed aboutsame possibilities of participation in spatial planning. In addition, pre-experiencetransformation make people not interested planning issues.
