Summary/Abstract: In the article theoretical conceptual generalization of scientific research under the project is presented. It is marked, that now in modern complex social and economic conditions of development of region a priority direction of development of sector of education becomes development of innovative activity of educational establishment. Development of innovative educational establishment is necessary for building on the basis of its close interrelation of educational and scientific components as overcoming of a situation of instability in development of education of region is connected with absolutely new stage in judgement of unity of scientific and educational social systems.
