Summary/Abstract: Defining of principles of the right to free access to information marks a difference between a democratic and non-democratic regime. Free access to public information is the key element that allows transformation of the state from represive aparatus towards service oriented public service. The idea of participative democracy is based on presumption that citizens can form informed political decissions thanks to free access to information.
