Summary/Abstract: Local governments increasingly use the Development Strategy, which has been recognized by the Polish law and public institutions since January 1999. As required by the Europan Union, the subject and the object of the strategy have to be clearly identified. In Poland, they are defined by the Public Administration Act, and the government National Strategy documents. Planning a long-term communal development strategy is becoming increasingly important for local governments, which should be proficient in such tools as the Local Data Bank – a simple, fast and organized source of all information.The general aim of the study was to establish to what extent local governments rely on information from the Local Data Bank to plan their development strategies, with particular focus on the communes in the Kujawsko-Pomorskie province. It was assumed that the information included in the Local Data Bank is the foundation upon which local governments is build their development strategy. However, the researchers found out that, on the contrary, the data is barely used. It seems that people in most communes believed that the information content is satisfactory and the whole system does not serve any real purpose.
