Summary/Abstract: The rise in recruitment to the Islamic State of Iraq and Syria across Central Asia is a real problem. However, equally problematic is the way in which the threat of terrorism is exploited by authoritarian regimes in the region to gain resources and support from western states, causing a dilemma in how to effectively support these countries in efforts to stem the spread of Islamist radicalisation.
