Difficulties in the development and the implementation of local social problem solving strategies

Summary/Abstract: Strategies to solve social problems are documents drafted at the commune and poviat levels, with social welfare centers and poviat family support centers as central policy-making players. Yet, such social problem solving strategies have been developed in Poland for some years only, which generates a number of difficulties for social welfare institutions. Based on the research carried out in Dolnośląskie Voivoidship, the article discusses selected difficulties which are faced by heads of social welfare centers and poviat family support centers in the process of developing such strategy and of its effective management.
