Summary/Abstract: The availability of material is the basis of democracy. In the Republic of Croatia users of archives make 0, 158% of the population. Research about archival users it was not carried out yet. 7 of 19 state archives has not its own website. Archival law provides free usage of archival material and finding aids, which in practice is not the case. Citizens should use materials for protection their personal and fundamental human rights, as well as for the sheer pleasure and joy of learning and the propagation of knowledge, awareness and cognition.
