Summary/Abstract: Energy efficiency attracts the attention of a wide audience only when it relates to high energy prices and strong enforcement of the law on misuse and theft. Neither of these has been favored much by the Ukrainian authorities so far. Price increases are coupled with growing subsidies instead of comprehensive support for energy saving measures. Political populism is the rationale adopted by most political parties, despite the huge state budget deficits of recent years. Ruling politicians prefer to apply for external borrowing instead of taking steps to reduce state losses arising from energy overconsumption. There is high consumption encouraged by regulated prices, fuel-related corruption, and opaque deals are agreed throughout the country, while ordinary consumers refuse to use energy measuring devices and significantly overpriced energy supply contracts are signed by top officials.
