Constitutional institute of emergency – problems and possible solutions

Summary/Abstract: The report examines some problems in the legislation of the institute of state of emergency. It also makes a critical review of the draft law to counter terrorism and in particular of norms on declaring a state of emergency and restriction of fundamental rights. Possible solutions to the problems and deficits are proposed.
