Summary/Abstract: Participatory budgeting is considered as one of the public management instruments. It is a democratic process of discussion and decision-making with the participation of the inhabitants regarding the distribution of financial resources, which remain at the disposal of the local government. The author of the article tries to indicate the real role of the civil budget to raise and strengthen interest and participation of residents in local matters directly concerning them. She compares 2015 editions of the civil budget in Łódź and Poznań. The analyses were made in terms of the rules and procedures of their implementation, allocation of resources and the nature of projects (tasks) identified by vote of the people. The conclusions were summarized at the end of the article.
