Summary/Abstract: The concept of smart cities is not just a new direction in theory, but also a solution widely used in the practice of urban economics. The aim of the paper is to present the term of “smart city”, problems associated with measuring the “degree of intelligence” of cities, as well as classifying cities in this category and a preliminary indication in what areas and under what additional conditions the smart city can positively influence the development of the whole region. The author has used above all a descriptive method. The subject of research is a smart city with particular reference to its impact on regional development. For the smart city could become a catalyst for the development of the region additional conditions must be met. They relate mainly to strong and numerous functional connections (horizontal and vertical) within the region and developed human and social capital.
