Summary/Abstract: The First World War gave a heavy blow to the state and Albanian nationalism. In the spring of 1915, in Shkodra was formed the nalionalist organization “Secret Committee”, which aimed the liberation of Kosovo and its unification with the Albanian state. During the war, the Pan Albanian Federation “Hearth” in USA became the most powerful Albanian national organization. Its leaders drafted a national program, which envisaged maintaining the neutrality of Albanians during the war. Albanian nationalists raised two main political objectives: forming of the Albanian government and calling of a national congress to determine the future of the Albanian issue. Albanian nationalists were disappointed especially by the Austro- Hungarian concept of the political “immaturity” of Albanians and denial of their national feelings. However, they tried to benefit firom the concessions of the Austro-Hungarian authorities in favor of national issues. The administration’s model applied by the Austro-Hungarians in Albania stimulated the social mobilization and overturned the cultural boundaries among Albanians. This model was used by Albanian political leaders during the post war period. The irredentist Albanian nationalists’ leaders demand for the unification of Kosovo and other Albanian territories to the state trunk was not supported by the Austro-Hungarian government. During 1916-1918, despite the efforts of the national elite, it was not achieved a common organization and a coherent political action among Albanians. Lack of unity revealed again the weakness of Albanian nationalism.
