Summary/Abstract: The rights and la\v in a society have an important mission; to administrate the human communities, to arrange people’s relations and obligations, to guarantee the freedom. the rights and their property and to open the paths to the economic and social development of a country. The new developments leave aside the norms and codiflcations of a certain period and enforce the compilation of new laws, disregarding the previous codifications. Therefore, as I have analyzed in the article. it is worth putting into our attention the importance of the Statutes of Shkodra, considered to be the pride of our nation, out national conscious which more than ever need to be highlighted and talk with the voice of the past, to construct a better and modem future.
