Comments on public procurement legislation in the European Union

Summary/Abstract: Public procurement is one of the major source of corruption in the public sector. According to statistics, European Union (EU) losses bilions of euros annually to corruption generated by public procurement. Thus, the European authorities have decided to modernize the EU legislation in order tobring transparency, integrity proffessionalism, accountability and efficiency to the public procurement and concession procedures. EU members will have to prove their willingness to implement and enforce these new rules at national level for the desired results. Romania is one of the EU members that registers negative results in this respect. The main deficiencies are the lacunas of national law and its poor enforcement. The reform of EU legislation is absolutely necessary for curbing, if not eradicating public procurement corruption.
