Changes In Educational Structure In Post-Socialist Transition – Serbian Experience

Summary/Abstract: Contemporary societies are learning and scientificated societies. Their economic growth and development significantly depends on innovations but also on qualifications of the labour force, which allows them to keep up with innovative changes. Therefore, in (developed) contemporary societies education is regarded as an investment, not an expense. In times of transition, former socialist societies are confronted by complex challenges of economic modernization, the improvement of human capital being only one of them. Educational structure, as one of the indicators of human capital, inevitably changes during the transition. Nevertheless, changes of educational structure are not only influenced by changes in the economic sphere but also by other demographic factors, value systems, properties of the educational system, etc. This paper presents and analyses changes in the educational structure of Serbian population in the transitional period (1981-2011). The aim of the paper is to show whether and how transitional circumstances change educational structure. Likewise, the paper examines the influence of some transitional social changes on changes in educational structure. Analysis of such changes and influences offers the possibility to determine whether the current properties of the educational structure of Serbian population can be an adequate prerequisite for the much needed development.
