Zastosowanie modelu optymalizacyjnego do alokacji środków strukturalnych
Use of Optimisation Model for the Purpose of Allocation of Structural Funds

Summary/Abstract: The aim of the conducted research was to gather evidence in support of the application of the optimisation model for the purpose of allocation of EU structural funds destined for the development of rural areas in Poland. First, a line programming model was constructed, which made it possible to conduct a simulation of an optimum distribution of means from the 2004-2006 Rural Development Plan among four selected agricultural regions of Poland, possessing different economic potential. Next, the properties of the constructed model were used to analyse the effects of the allocation of the Plan’s funds, in accordance with the assumption of increasing “inequality” in the financing of the four regions. Average results of the evaluation of the Plan’s tasks - obtained owing to questionnaires filled by 800 farmers from the four selected regions, were used in the model as coefficients of the function of aim. Celem badań było wykazanie możliwości zastosowania modelu optymalizacyjnego do alokacji środków strukturalnych UE przeznaczonych na rozwój rolnictwa w Polsce. W pracy skonstruowano model programowania liniowego, umożliwiający symulację optymalnego rozdysponowania budżetu Planu Rozwoju Obszarów Wiejskich (PROW) na lata 2004–2006 pomiędzy cztery wytypowane regiony rolnicze kraju o rożnym potencjale ekonomicznym. Następnie wykorzystano właściwości skonstruowanego modelu do analizy skutków alokacji środków finansowych PROW przy założeniu narastającej „nierówności” w finansowaniu analizowanych regionów. Jako współczynniki funkcji celu w modelu wykorzystano średnie oceny działań programu, uzyskane w wyniku badań ankietowych przeprowadzonych wśród 800 rolników z wytypowanych regionów kraju.
