Summary/Abstract: The essential discussion presented in the article is concentrated on the evaluation of Oslo Manual (OM) recommendations and the solutions of the Central Statistical Office (CSO) in the sphere of measuring innovation activities in enterprises at the level of regions (NUTS-2). The presented evaluating opinions in this subject matter are based on the critical analysis of the recommendations included in OM and the comparative analysis of the suggested (OM) and applied (CSO, PNT-02, PNT-02/u reports) research procedures. They are jointly summarized in the form of improvement oriented recommendations and, more specifically, those offering a more detailed statistical picture of innovation activities performed by both manufacturing and service companies. The presented considerations are, naturally, preceded by an attempt to discuss the essence of innovation processes, having taken into account their features and different characteristics, especially in terms of the statistical terminology.
