Summary/Abstract: The first General Governor of Turkestan Konstantin Petrovich von Kaufman’s policy of disregard (ignorirovanie) of Islamic institutions holds an important place in the history of Turkestan. This paper is an overview of Kaufman’s policy of colonization and disregard of Islamic institutions while attempting to implement Turkestan as a part of Russian Empire and the people of Turkestan as citizens of the Empire. Kaufman developed different policies according to the geographical features of Turkestan, the life style of nomads, and the life style of settled society. In this paper, why Kaufman used different policies in Turkestan and whether he was successful in it or not will be analyzed.
