Summary/Abstract: At the end of 20th century and at the beginning of the 21st century, changes and developments deeply affecting social, cultural, economic, political, military and technological relationships took place in regional level and between countries all over the world. Particularly taking its start in the Soviet Union, disintegration of countries such as Yugoslavia, has provided some Turks to gain the autonomy and some to gain their independence in Central Asia, the Caucasus and the Balkans. Republic of Turkey recognized the independence of these giants in the first place, has spent intense effort on international platforms in recognition of these giants. Remaining neutral during the Cold War, State of the Republic of Turkey quickly felt the need to develop a new strategy with the emergence of this historic opportunity. However, owing to the wrong policy of the state for many years and bigotrial bureaucratic administrators, Turkey was caught unprepared in many ways. However, non-governmental organizations has filled this gap of the state as soon as possible and gained a new impetus to the relations with the Turkish World. Bilateral relations to be established during this process has strengthened the conviction that Turkey will become a regional actor. Because of having a long history, the Republic of Turkey has a common social, cultural, religious, historical and a strategic history with Central Asia, the Caucasus and the Balkan countries.
