Summary/Abstract: The public sector should set the framework in which to operate the country's economy as a whole. Of great importance to create conditions for improving the competitiveness of all actors. In recent years it is associated with the creation of appropriate conditions for the development of innovation. In the base of the innovation process R&D, which requires serious funding. So one of the goals of the EU is associated with increasing the amount of funds allocated to this activity and the budgetary costs are very important item in the total R&D expenditure.
