The role of public participation in the creation of local sustainable development

Summary/Abstract: The article critically discusses social participation and its role in creating local sustainable development. The study included both the benefits and barriers to the introduction of participatory model of governance in municipalities. In addition to theoretical considerations the author presents the results of research on the state of social participation in the municipalities of the provinces of Silesia, Wielkopolska and Podlasie, supplemented by the analysis of statistical data included in the thematic reports. The results indicate that governments fill the demand for inclusion of citizens in the decision-making process, but this is mainly due to the formal and legal conditions and it is often a facade. In practice local authorities mostly use tools to inform citizens in a passive way and not public consultation and the least frequently it leads to genuine co-decision process.
