Summary/Abstract: Local development is a dynamic process, based primarily on quantitative and qualitative changes in sphere social and technical infrastructure according to the needs of the local community. The main issue of infrastructure investment is a method of evaluating their effectiveness. The article presents an evaluation model based on quantitative and qualitative indicators. In the area of quantitative defined 9 indicators in the area of economic and social. Qualitative analysis based on a survey of residents surveyed municipalities. The test results allow multicriteria look at the realized investments by local governments.
