Summary/Abstract: The relevance of the study is conditioned by the search for effective ways of innovative socially oriented development. This suggests, along with the traditional competitive advantages’ using, the creation and activation of new factors of economic growth, meeting the challenges of long-term period. One of these factors is the regional services market. The growth of the profitability in the result of the service sector assets while risks’ diversifying, aimed at improving of the citizens' living conditions and quality of the social environment, improving of the competitiveness of human capital and its ensuring social sectors, will be provided by the innovative socially oriented development. The purpose of the article is to give the essential characteristics of the regional market of services as a factor of innovative socially oriented development. The leading approach is the institutional approach that allows considering of the regional services’ market as a segment of a single national and international market, aiming to meet the individual’s, social groups’ and organizations’ needs. The article clarifies and scientifically justifies functions (recreational, socio-cultural, psychologically -preventive, conditioned-physical, innovatively-economic, profitably-funded) of recreation and health services’ institute, development trends at the present stage (market-based, cluster-network, convergent-divergent); reveals the features of recreational and health services’ market, causing functional, species, subject-matter, price competition between their producers; justifies the efficiency of a network development of recreational and health services.
