Summary/Abstract: The European social security issue, regardless the good or turbulent times that tried the old continent, was one of the intrinsec resorts of the functioning of the Council of Europe. Starting with art. 1 letter a) which establishes and defines the aim of the Council, namely achieving a greater unity between its members, the safeguarding and realizing the ideals and principles which are their common heritage and facilitating their economic and social progress, we are sure that the member states of this organization understand that democratic security, the rule of law and sustainable development cannot be achieved only by a climate of social peace. The force with which the Council of Europe knew how to materialize its areas of competence and the ability to anticipate and shape its policies to changing circumstances, makes this organization a central pillar in a Europe that still seeks its identity in time.
