Summary/Abstract: The construction of a technical infrastructure is expensive, which is why municipalities should be interested in private investors to participate in the costs of such projects both in the form of a contract and by the decision to impose a betterment levy. In a situation where the municipality does not have the financial resources to build a technical infrastructure, it should try to reach agreement with the people interested in the construction of such a device. Such an agreement may cover all the issues associated with such an investment. Entering into such relationships in the form of agreements is possible on the principles of freedom of contract and are available for every type of investor, including local government units because the legislature did not release them from the obligation to pay a betterment levy.
