Summary/Abstract: This article presents common strategies used by local authorities in resolving environmental conflicts in cities. Starting from the characteristics of ecological conflicts, the article focuses on the causes of residential communities (self-)exclusion from public consultations. The article presents four strategies of municipal authorities which result in the (self-)exclusion of housing-estate residents: the zero option; the districts’ conflict; weariness with participation; and eco-tribute. In this context, a tacit consent is the only possible reaction of a protesting community to unsatisfactory public consultations headed by local authorities.
