Summary/Abstract: The article concerns the city and, from a theoretical point of view, is an attempt to link two themes: “the right to the city” and the environmental conflict in the city. The aim of the article is to try to answer the question: who governs the city? The first part presents a synthetic sketch, defining the environmental conflict, embedding it in urban sociology and politics. In the next section, the relationship between interest groups in urban environmental conflicts is presented. Subsequently, the focus was putted on the ideologies of urban movements, including “right to the city” and “urban citizenship”. In conclusion, the thesis is that the city is fragmented by a network of interest, which makes it impossible to govern the entire city by one interest group.
