Summary/Abstract: The first Georgian Parliament was formed during the reign of Queen Tamara I. The Karavi had full legislative power and very broad range of other powers. Until the twentieth century there had been no longer any initiatives concerning the foundations of Parliament. This condition changed in 1918, when after the declaration of independence, Georgian parliamentarism began to emerge. However, the initiative was stopped in 1921, when Georgia lost its independence again.
