Summary/Abstract: The subject of the study included in this paper are political aspects of the decisions made by local administration in matters of assemblies; its aim – is to answer the question whether authorities, which decide in this area – head of a commune, mayor, or president of a city – ensure adequate standards of political neutrality and objectivity. These reflections are divided into three parts. In the first part the subject of analysis are the political aspects of the regulations affecting the principle of appointing the head of a commune, mayor, or president of a city; the second part is the study of specific provisions affecting the circumstances justifying the decision to ban the meeting, and the dissolution of the event and finally the third part shows examples of controversial and likely to be perceived as political decisions made by the heads of communes, mayors, or presidents of cities. Researching surveys indicated that the Polish solution, unfortunately, does not guarantee the non-political character – absolutely required in democratic countries – of the decisions in the sphere of regulation of freedom of assembly.
