Summary/Abstract: In this study, it will be discussed that in particular local governments and in general public institutions should pay greater attention than ever to public as managed people. In management process, local governments are the closest units to the public as public institutions. The source of their existence is the public that setting out their will by voting through the elections that are the basic rule of democracy. Local governments, as a natural consequence of this situation must always be nested with public. Local governments can value to the public which for them means legitimacy by public relations tools that they can develop. Success of local governments to be detached from the people in service delivery is not possible. They should get essential the activities for the public in order to manage process effectively. In the study that is accepted these basic framework, first theoretical study on public relations will be drawn and will be emphasized to the special status of public relations for requirement of social responsibility and public interest in public institutions. Then public relations in local government will be examined.
