The author offers a review of concept of nation – building from the perspective of external actors. The traditional understanding regarded nation – building as internal processes, while the modern perception considers it as the processes of the development of the institutional capacities of the state and their use for the creation of a national identity. In most fragile states this process is conducted by the international community. The author begins with the thesis that nationbuilding is an all-encompassing concept whose key constituent element is statebuilding, which can merely have a stabilizing effect if the two other elements – the integrative ideology and the integration of society – are not present.
