The role of the province governor in the response system for terrorist threats

Summary/Abstract: The article carried out a comprehensive analysis of the role of the province governor in the response system public authorities for terrorist threats. The province governor performs varied functions in the system of public authorities, and the scope of its activities include not only the case in the field of public administration. Attention was paid to the principle of authority of the general administration as a key to determine the role of the governor in the response system for terrorist threats. Indicated on the powers of the governor due to his role of representative of the state government in the area, a local authority of government, superior of the provincial government administration, crisis management authority, and discusses the powers of the governor in the states of emergency.
