Summary/Abstract: The present study seeks to highlight the changes introduced by modernizing law in the Romanian penitentiary system during the reign of Carol I of Hohenzollern. Mainly is analyzed in detail the law and regulation relating to the prisons in Romania in 1874 and the problems encountered in the application of the provisions in its time, generated mainly by the lack of necessary funds. The law was mainly conceived by director-general of prisons in Romania, the French engineer Ferdinand de Dodun Perrières, brought into Moldova by Prince Grigore Alexandru Ghica, in 1852, to modernize the prison system of the Principality. Regulation drawn up by him in 1856 to Moldavia, was then adopted into an expanded form for Romania during the reign of Alexandru Ioan Cuza. The new legal regulations, developed in the spirit of ensuring organizational and institutional continuity, establish the staff, the organization, administration and maintenance of prisons, as well as the status and regime of detention of detainee.
