Summary/Abstract: Serbia, at the beginning of the 21 century, without mature political leadership and with passive and split political elite and intelligence, is divided between re- tradition and modernism. At the time of violent changes formed new political, economical and cultural elite.Unfortunately, many of them appeared on non acceptable grounds often, supported by criminal activities which started in the past. Realizing the power of media, some of their representatives, via not totally transparent process of privatization, entered into the media world sensing, better than the others, the real role of press and electronic means of information. At the same time, media elite formed slowly, and as everything was performed on the grounds of very weak economy, very often was unsuccessful in opposing to pressure coming from the government or new media powerful ones, thus creating the misuse of profession of journalist. In this paper, the authors theoretically based, writes about the need of forming and clearly differentiating of media elite, offers its possible typology, and by special empirical research performed in 10 towns in Serbia points out how media, and the relationship between political elite, owners, editors and journalists influences the forming of the public opinion on the most important social affairs.
