Summary/Abstract: In order to modernize the military, defense transformation efforts through the introduction of modern resource management systems for defense are embedded in a broader context, of adopting more efficient management practices / procedures for improving the financial, strategic planning and budgeting systems and for making a better correlation between performance and results. Defense planning in most NATO countries is done through the PPBES system similar with one developed and implemented in Romania. The implementation of PPBES in Romania ensures interoperability with Euro-Atlantic structures, facilitating Romania's performance evaluation process in the field of national security and its actual ability to participate in the Alliance specific tasks. Then 12 years after the resources management for the Ministry of Defense was set up, based on the PPBES, some elements for its improvement are needed.
