Summary/Abstract: One of the fundamental objectives of the Polish migration policy is to supplement existing labourforce shortages with immigrants who are interested in working in Poland. Maintaining only thecomplementary role of the foreign workers, in the era of relatively high level of unemployment, seems to be the right idea. The aim of this paper was to answer the question of whether tools usedin Polish migration policy are able to protect against a phenomenon of substitution of native workresources by economic immigrants. It should be noted, however, that the methodological recommendations, according to which the determined surplus and deficit professions, disqualify this asa fundamental tool for carrying out the monitoring of the situation on the labour market and donot guarantee the possibility of maintaining only a supplemental nature of labour immigration.
