Summary/Abstract: The Schengen acquis was conceived and functions as a coherent ensemble to be fully accepted and applied by all states supporting the principle of the abolition of checks on persons at their common borders. The provisions of the Convention implementing the Schengen Agreement of 14 June 1985 on the gradual abolition of checks at the common borders which concern cross-border surveillance should be amended and their scope broadened with a view to increasing the success of criminal investigations, particularly those concerning offences connected with organised crime. Cross-border movement at external border shall be subject to check by the competent authorities. Checks shall be carried out for the contracting parties' territories, in accordance with uniform principles, within the scope of national powers and national law and taking account of the interests of all contracting parties
