THE EVOLUTION AND ENLARGEMENT OF THE SCHENGEN AREA

Summary/Abstract: The Schengen acquis was conceived and functions as a coherent ensemble to befully accepted and applied by all states supporting the principle of the abolition of checkson persons at their common borders. The provisions of the Convention Implementing theSchengen Agreement of 14 June 1985 on the gradual abolition of checks at the commonborders which concern cross-border surveillance should be amended and their scopebroadened with a view to increasing the success of criminal investigations, particularlythose concerning offences connected with organized crime. Cross-border movement atexternal border shall be subject to check by the competent authorities. Checks shall becarried out for the contracting parties' territories, in accordance with uniformprinciples, within the scope of national powers and national law and taking account ofthe interests of all contracting parties
