Summary/Abstract: South America and Central America are areas that have consacrate the term "cartel", specialized in drug trafficking. Development of cartels has propelled drug trafficking to alarming levels around the world and led to the precipitation of intense political disputes between the United States of America and South American countries like Colombia, Bolivia and Peru. Nowadays, traffickers have sufficient financial resources to acquire the latest technology that supports them in criminal activity. Cartels have declared generalized war against governments, terrorizing the civilian population, organizing hundreds of terrorist attacks against civilian and governmental targets, generating even civil wars. Cartels have coordinated several killings throughout the region, adopting the techniques of terrorist groups by separating their structure in cells, each of them knowing very little about the other pieces of the gearing.
