Summary/Abstract: Adapting culture policies has become a recent activity in the European political practice. They are interconnected to the state in more than one way, that is a budget wise but also culturally and historically wise. Their instruments, those of culture policies in Europe, are extremely variable and constantly multiplies but still their results are reachable and implemented quite slowly though they are canceled and extinguished quickly. Political culture material is enormous and nothing can be done with it unless there is a proper personal “skill that is in proportion to the doers capacity and knowing what one can really achieve” (E.Bloch). What distinguishes those contemporary models of culture policies are the questions asked: who is “decision maker” and the main policy definer: state organs, parastate organs (council bodies), private sector, non-governmental sector and financial power centers.
