Summary/Abstract: In the society, many of the juvenile problems tend to become more and more problems of the entire society. The transformations that take place in the social dynamic determines this change of attitude. At the same time, major issues in society, in particular problems with prospective character entered as matters of the training the personality of the individual. Compliance with the individuality of juvenile, the formation and development in accordance with their own lines of development become goals with the downward trend of permanent accentuation. With certainty it is revealed the fact that each young man has an own fund hereditary and that its development takes place in the specific conditions of the environment, which it shall submit an unending effort of adaptation. Concerns of identification and cultivation of the individual characteristics of the young are justified and the presence of science in the educational and vocational guidance services which contribute to the removal of the happening, the not information or whims in the choice of profession, facilitates at the same time the passage from an observatory criterion, dogmatic and statistical to one formative one dynamic and interpretative document. In the definition of prisoners we believe that it is useful to start from the concept of social maturity. Social maturity has as emphasizing the ability of the individual to maintain a dynamic balance between its interests and the interests of the society, between the needs and its aspirations and needs of the projects of the society.
