Summary/Abstract: The movement of people from one place to another is briefly coded by the concept of migration. From this point of view, although the reason is different, tourism is considered as a form of immigration as well. For this reason immigration and tourism concepts are closely related to each other. The aim of this study is to analyze the relationship between migration and tourism theoretically in the province of Kars. It is emphasized ,by the analysis that was carried out, that the intense migration from Kars to western cities can only be stopped by activating the tourism potential of the city. Because the backwardness of other sectors constitutes the source of their own. Therefore, agriculture and animal husbandry are not the sectors that provide the socio-economic development of Kars but tourism. The revitalization of this sector will also enable other sectors to develop as well. Because the increase in the number of tourists, would create economic dynamism in accommodation, transportation, local product trade, etc. As a result, depending on the developments in alternative tourism, it is important to stop immigration by putting Kars into potential action especially in winter tourism, and other tourism areas as well.
