Summary/Abstract: The concept of social capital has recently become a popular topic addressed by many disciplines. The concept briefly expresses the development of trust, norm, loyalty and social/communication networks between individuals and institutions that make up the society. Accordingly, the economic development of societies or countries with high social capital also improves proportionally. However, social capital has an abstract quality in terms of its dimensions (trust, norm, loyalty and social / communication networks) different from physical and human capital. So there is a serious debate about measuring social capital. Today, the World Values Survey is used for social capital measurement. In this study, a questionnaire form, which is related to the questionnaire and is used frequently in the literature, was used. The aim is to determine the social capital level of the province of Kars. In this field study, striking findings were reached. According to the findings, the level of trust in Family members in Kars is quite high (71.4%), but the level of trust in relatives (13.8%) is very low. It was revealed that the level of social integration is high in Kars, which is rich in ethnicity. However, in general, the level of not trusting someone else was quite high with 87.2%. This result is extremely negative in terms of social capital level. In addition, it is seen that the Army ranks first in the ranking of trust in institutions in Kars and political parties are in the last place.
