Summary/Abstract: In this study it is aimed to analyze immigration policy of governments via globalization causing to be configured social, political and civil rights with supranational regulations and nation state. In this sense first of all sense of citizenship of nation state, secondly what course globalization has transformed this concept, finally policy of governments for these demands of immigrants have been studied. As a result, it is considered that the subject frequently uttered by supranational systems, science persons and pressure groups have taken shape between the change in the system of nation state and definition of citizenship created by globalization and protection of nation by nation state. In other words immigrants and associated citizenship policy of governments against globalization as a surrounding fact outside and the demands of different cultured immigrants whose differences are visible inside are determined with the the sense of nation insisting on change itself.
